For the purposes of draining land1, or bringing a supply of water to land, in respect of which opencast planning permission2 has been applied for or granted, the Coal Authority3, on an application4, may, by means of an order made by it and confirmed by the appropriate national authority5, confer on the person with the benefit of the permission6 a right7 to place drainage works8, or water pipes, on any other land, whether above or below ground, and to use, repair and maintain those works, or pipes, without purchasing any other interest in that land9.
