The Coal Authority1 is required to establish and maintain a register in which it enters particulars of:
(1) every licence granted under Part II of the Coal Industry Act 19942 and every pending application for such a licence3;
(2) every licence under the Coal Industry Nationalisation Act 1946 in force immediately before the restructuring date4 in pursuance of which any person is or has been entitled5 to carry on coal-mining operations6;
(3) every transfer, in accordance with the provisions of a licence, of the rights and obligations of any person as the holder7 of that licence8;
(4) every revocation
