The person entitled to work a quarry1 must not permit another person to be the operator2 of the quarry unless that person is suitable and has sufficient resources to be able to operate the quarry safely3. The operator has a general duty to take the measures necessary to ensure, so far as reasonably practicable, that its quarry and its plant are designed, constructed, equipped, commissioned, operated and maintained4 in such a way that persons at work can perform the work assigned to them without endangering their own or others' health and safety5.
