Before making a final enforcement order1 or confirming a provisional enforcement order2, the Coal Authority3 must give notice4 to the person to whom the order relates and must consider any representations or objections which are made and not withdrawn5. The notice must state that the Authority proposes to make or confirm the order and set out its effect6. It must also set out:
(1) any condition of the licence7 for the purpose of securing compliance with which the order is to be made or confirmed8;
(2) the acts or omissions which, in the Authority's opinion, constitute or would constitute
