If, without reasonable excuse, the owner1 of a disused tip2 on whom is served a notice3 requiring remedial operations4 fails to carry out those operations within the period specified5 or any extension of that period6, he is liable on summary conviction to a fine not exceeding level 5 on the standard scale7.
