Under arrangements with the British Coal Corporation1 certain persons received either concessionary coal2 or payments in lieu of it. Following the restructure of the coal industry, the Secretary of State3 may, out of money provided by Parliament, make such payments4 to such persons as he may think fit for the purpose of securing:
(1) that supplies of concessionary coal are made on and after the restructuring date5 to persons who would have received such supplies from the Corporation under relevant arrangements6 if those arrangements had not been affected by steps taken in connection with the restructuring of the coal
