Where it appears to the Coal Authority1 that there is, or may have been, a contravention2 of the statutory requirement to carry out coal-mining operations3 in accordance with a licence4, or that any person is contravening, or may have contravened, any condition of a licence, the Authority may, for any purpose connected with its relevant enforcement functions5, serve a notice6 on any person7. The notice either (1) requires the person on whom it is served8 to produce, at a specified time and place, to the Authority or to any person appointed by the Authority, any documents which are specified
