A licence under Part II of the Coal Industry Act 19941 may designate, in relation to its holder2, the area which is to be treated3 as that person's area of responsibility4. An area so designated may comprise:
(1) the whole or any one or more parts of the area where the operations to which the licence relates are to be carried on5; or
(2) the whole or any parts of that area together with such other areas appearing to the Coal Authority6 to be capable of being affected
