An owner1 of a disused tip2, or a contributory3, on whom was served a demand by a local authority4 for recovery of expenses5 may apply to the court6 within a specified period7 and on specified grounds8 for variation or cancellation of the demand9. If on such an application the court is satisfied that any ground is made out, it may make an order either cancelling the demand or reducing the amount recoverable from the person concerned to such amount as it thinks fit
