For the year1 beginning with the operative date2 of the compulsory rights order3, and for each subsequent year which begins with an anniversary of that date and falls wholly or partly within the period of occupation4, the person for the time being entitled to the easement or right in question5 is entitled to compensation of an amount equal to the loss, if any, suffered by him by reason that the exercise of the easement or right is prevented or injuriously affected6.
