592. Special educational needs.

A local authority has a duty to identify if a child for whom they are responsible has special educational needs where it is necessary for the authority to determine any special educational provision which any learning difficulty he may have calls for1.

A child with special educational needs2 who should be educated in a school is educated in a mainstream school3 if no statement of the child's special educational needs is maintained by the authority for the child4.
