If a person is serving a sentence of imprisonment1, and the Secretary of State2 is satisfied, by reports3 from at least two registered medical practitioners4: (1) that that person is suffering from mental disorder5; and (2) that the mental disorder6 from which the person is suffering is of a nature or degree which makes it appropriate for him to be detained in a hospital7 for medical treatment8; and (3) such appropriate medical treatment is available for him9, then if
