Before the hearing to consider the final determination, a medical member of the Mental Health Review Tribunal for Wales must, so far as practicable examine the patient and take such other steps as that member considers necessary to form an opinion of the patient's mental condition1. For this purpose that member may examine the patient in private, examine records relating to the detention or treatment of the patient and any after-care services and take notes and copies of records for use in connection with the proceedings2.
