Any person who without lawful authority or excuse has in his custody or under his control any specified document which is, and which he knows or believes to be, false within the meaning of Part I of the Forgery and Counterfeiting Act 19811 is guilty of an offence2.
Also guilty of an offence is any person who without lawful authority or excuse makes, or has in his custody or under his control, any document so closely resembling a specified document as to be calculated to deceive
