For the purposes of the assessment of former users of secondary mental health services1, any question as to the local authority area2 in which an adult3 usually resides is to be determined in accordance with provision in regulations made by the Welsh Ministers4.
Such regulations provide that where there is a question as to whether an adult's usual residence lies within a local authority area ('local authority area A'), then the local authority for local authority area A ('local authority A') is responsible for determining within which local authority area that adult usually resides in accordance with the following5:
