Where it appears to a local authority1 that any person for whom it may provide or arrange for the provision of aftercare services2 may be in need of any such services, the authority must (1) carry out an assessment of that person's needs for those services3; and (2) having regard to the results of that assessment, decide whether his needs call for the provision by it of any such services4.
