Where, as a result of any visitor's report1 or other information acquired by the education committee2, the committee is of the opinion:
(1) that a recognised qualification3 is no longer, or will no longer be, evidence of having reached the required standard of proficiency4;
(2) that a proposed qualification which has yet to be granted, but which was recognised5, will not be evidence of having reached that standard6; or
(3) that a condition for the continued recognition of a qualification7 has not been complied with8,
it must refer the matter to the General Council9. In considering any such matter referred
