Where it appears to the General Optical Council1, whether as a result of a report by a visitor2 or otherwise, that the instruction given by any approved training establishment3 to persons training as optometrists or dispensing opticians4, or the assessment undertaken by such persons5, are not such as to secure the possession by them of adequate knowledge and skill for the practice of their profession6, and that for that reason the approval of the establishment or qualification7 in question should be withdrawn8, the Council must give notice in writing9 of its opinion to the establishment or body, sending with
