Where the health committee1 proposes to review an order2 or consider an application for restoration3, it must without delay send a notice4 to the relevant person5 informing him of his right to appear, and to be represented6, before the committee to argue his case7. Where the relevant person, before the end of the period of 28 days beginning with the date on which such a notice is sent, sends a notice to the health committee stating that he wishes to appear before it, the committee must fix a day on which it is to hear the case and send
