A person1 must not sell any contact lens for use by any person who does not have a valid specification provided2 or, subject to the following provisions3, any optical appliance4 or zero powered contact lens unless the sale is effected by or under the supervision of a registered medical practitioner5, a registered optometrist or a registered dispensing optician6.
This does not apply to any of the following sales:
(1) a sale for a person who has attained the age of 16 of spectacles which have two single vision lenses of the same positive spherical power7 not exceeding 4 dioptres where
