If a practice committee1 determines that a person's fitness to practise as a dentist is impaired, or that, in relation to a title under which a person is registered in the dental care professionals register2, his fitness to practise as a member of the profession, or class of members of a profession, to which that title applies is impaired, it may, if it considers it appropriate, direct that he is reprimanded in connection with any conduct or action of his which was the subject of the allegation
