A person seeking admission to a part of the register1 must apply to the Health and Care Professions Council2 and, subject as otherwise provided3, he is entitled to be registered4 in that part provided that the specified conditions5 are satisfied6. The conditions are that the application is made in the prescribed7 form and manner and that8:
(1) the applicant satisfies the education and training committee9 that he holds an approved qualification10 awarded:
(a) within such period, not exceeding five years ending with the date of the application, as may be prescribed11; or
(b) before the prescribed period12, and that
