If in the course of the investigation of, and its deliberations on, an allegation1, the health committee2 is of the view that the allegation would be better dealt with by the professional conduct committee3 because a substantial issue arises whether the respondent4 has been guilty of unacceptable professional conduct5 or of professional incompetence6, it may refer the matter to that committee, and the professional conduct committee must deal with the matter as if the allegation were to that effect7.
