A shorthand writer or recording system must be available at the hearing to permit a verbatim record of the proceedings to be made1. Any party to the proceedings2 of the professional conduct committee3 must, on application to the registrar4 before the end of the period of three months5 beginning on the last day of the hearing in question, be furnished with a transcript of all or any part of the proceedings at which the party was entitled to be present, whether he was present or not6.
