If an application for the grant, revocation or variation of a licence1 is refused, the applicant may require the Human Tissue Authority2 to reconsider the decision3. If a licence is revoked or varied, otherwise than on application by the holder of the licence or the designated individual4, the holder of the licence or the designated individual may require the Authority to reconsider the decision5.
These provisions do not apply to a decision on reconsideration6. Reconsideration must be by way of fresh decision7. On reconsideration:
(1) the person by whom reconsideration is required ('the appellant') is entitled to require that he
