A primary European qualification is any of the following obtained in a relevant European state1 other than the United Kingdom2: (1) a European qualification3 which was obtained in a relevant European state on or after the reference date4 and is not evidence of training commenced by the holder before that date, provided that that qualification is accompanied, where appropriate, by the certificate listed5 in relation to that state6; (2) a European qualification7 which was obtained before the reference date, or on or after that date where training of which it is evidence was commenced by the holder before that
