The Health and Care Professions Council1 may do anything which appears to it to be necessary or expedient for the purpose of, or in connection with, the performance of its functions2. In particular, the Council has power:
(1) to borrow3;
(2) to appoint such staff as it may determine4;
(3) to pay its staff such salaries, allowances and expenses as it may determine5;
