The General Optical Council must make rules1 as to the procedure to be followed and the rules of evidence to be observed by the fitness to practise committee and the registration appeals committee2. Such rules must in particular include provision:
(1) for securing that notice that the proceedings are to be brought is given, at such time and in such manner as may be specified in the rules, to the registrant3 or person seeking restoration to whom, or as the case may be to which, the proceedings
