The authority conferred by a licence1 extends to:
(1) the designated individual2;
(2) any person who is designated as a person to whom the licence applies by a notice given to the Human Tissue Authority3 by the designated individual4; and
(3) any person acting under the direction of the designated individual or a person designated as mentioned in head (2) above5.
It is the duty of the designated individual to secure:
(a) that the other persons to whom the licence applies are suitable persons to participate in the carrying-on of the licensed activity
