15.     Legal duty for provision of health services.

The appropriate national authority1 has a duty to promote a comprehensive health service designed to improve both the physical and mental health, as well as improve the prevention, diagnosis and treatment of illness, of the people of England and Wales2. Services that must be so provided by the authority, to the extent considered necessary, include medical, dental, ophthalmic and nursing services3.
