The General Council1 must make rules2 as to the procedure to be followed by the professional conduct committee3 or the health committee4 in considering any allegation5. The rules must, in particular, include provision:
(1) empowering each committee to refer to the other any allegation which it considers would be better dealt with by that other committee6;
(2) requiring the chiropractor to whom the allegation relates to be given notice of the allegation7;
(3) giving the chiropractor an opportunity to put his case at a hearing if:
(a) before the end of
