968.     Initial action by the registrar.

Except where the General Pharmaceutical Council1 has otherwise prescribed, the registrar2 must refer allegations relating to the registrant's fitness to practise to the investigating committee3.

Rules may provide for:


    (1)     an allegation not to be referred where it is of a type that the Council has stated in threshold criteria4, which it has published and which it may amend from time to time, should not be referred5; and


    (2)     an allegation to be referred, in prescribed cases, directly by the registrar to the fitness to
