Except where the General Pharmaceutical Council1 has otherwise prescribed, the registrar2 must refer allegations relating to the registrant's fitness to practise to the investigating committee3.
Rules may provide for:
(1) an allegation not to be referred where it is of a type that the Council has stated in threshold criteria4, which it has published and which it may amend from time to time, should not be referred5; and
(2) an allegation to be referred, in prescribed cases, directly by the registrar to the fitness to practise committee6
