The following provisions set out the circumstances in which a registrant1 is to be regarded as having failed to comply with the requirements or conditions of the CPD framework2:
(1) the registrar3 is of the opinion that the registrant has failed without reasonable excuse to make an annual declaration regarding the registrant's compliance with the requirements or conditions of the CPD framework4;
(2) the registrar is of the opinion that the registrant has failed without reasonable excuse:
(a) to comply with a request by the registrar to submit a CPD record
