If at any time it appears to the Privy Council1 that the General Optical Council2 has failed, but ought, to discharge any of its functions3 under the Opticians Act 1989, other than certain excepted functions and powers4, the Privy Council may notify its opinion to the General Optical Council and may direct the latter to discharge such of those functions in the manner and within such time or times as may be specified in the direction
