A person is to be regarded as having an approved qualification1 if:
(1) he has a nursing or midwifery qualification awarded in the United Kingdom2 or a nursing associate qualification awarded in England which has been approved by the Nursing and Midwifery Council3 as attesting to the standard of proficiency4 it requires for admission to the part of the register5 in respect of which he is applying6;
(2) he is an exempt person7 and has an EEA qualification8; or
(3) he is an exempt person9 (other than a person to whom heads (2), (5), (6) apply) and either:
