Without prejudice to any other power of the registrar1 to remove a registrant's name from the register2, the registrar may remove the name of a registrant from the register upon written application made by or on behalf of that registrant3. An application for the removal of a name from the register must be made in writing and accompanied by a declaration that the registrant concerned is not aware of any matter which could give rise to an allegation against him4. The registrar may not remove the name of a registrant from the register under these provisions if the registrant
