Any appeal1 is subject to such rules as the Nursing and Midwifery Council2 may make for the purpose of regulating such appeals3. The rules must in particular provide:
(1) for the quorum of the Council considering such an appeal4;
(2) that the members considering the appeal are to include registrants5 and lay members6 and that the number of members who are registrants may exceed the number of lay members but may not exceed them by more than one7;
(3) for a panel considering an appeal to consist of no fewer than three members who are to be selected with
