Any person with respect to whom a decision of the health committee1 is made2 may, before the end of the period of 28 days beginning with the date on which notification of the decision is sent to him, appeal against it3. No decision against which such an appeal may be made has effect before the expiry of the period within which the appeal may be made4, or the appeal is withdrawn or otherwise disposed of5.
