Decisions are made by a majority vote of those present and, in the event of a tie, the chair has an additional casting vote which must be exercised in favour of the appellant1. The Health and Care Professions Council may determine an appeal without an oral hearing on the basis of documents provided2. The Council may also hold a preliminary meeting in private if it feels such a meeting would be of assistance
