The following provisions apply where any allegation is made against a registrant1 to the effect that:
(1) his fitness to practise is impaired by reason of2:
(b) lack of competence4;
(c) a conviction or caution in the United Kingdom5 for a criminal offence, or a conviction elsewhere for an offence which, if committed in England and Wales, would constitute a criminal offence6;
(d) his physical or mental health7; or
(e) not having the necessary knowledge of English8;
(f) a determination by a body in the United Kingdom responsible under any enactment8 for the regulation of a health
