The tenant1 of a flat2 may apply to the appropriate tribunal3 for an order4 appointing a manager to act in relation to those premises5, but not at a time when:
(1) the interest of the landlord6 in the premises is held by7:
(a) an exempt landlord8 or a resident landlord9; or
(b) the Welsh Ministers in their new towns residuary capacity10;
(2) the premises are included within the functional land11 of any charity12.
An application for such an order, appointing a manager to act in relation to premises, may be made:
(i) jointly by tenants of two or more flats
