A demand for the payment of an administration charge1 must be accompanied by a summary of the rights and obligations of tenants2 of dwellings3 in relation to administration charges4; if the summary of rights and obligations does not accompany the demand for payment5, a tenant may withhold payment of an administration charge which has been demanded from him (although such a failure on the part of the landlord does not, of itself, extinguish the claim)6. Where a tenant withholds an administration charge in this way, any provisions of the lease relating to non-payment or late payment of administration charges
