The County Court has jurisdiction, either in the course of any proceedings relating to a dwelling or on an application1 made for the purpose by the landlord2 or the tenant3, to determine any of the following questions:
(1) as to whether a tenancy is a protected tenancy4 or whether any person is a statutory tenant5 of a dwelling house6;
(2) as to the rent limit7;
(3) as to the application to a contract of the provisions8 relating to restricted contracts
