A tenancy1 or licence which is entered into on or after 15 January 19892 cannot be a secure tenancy3 unless4:
(1) the interest of the landlord5 belongs to a local authority6, a development corporation7, or an urban development corporation8, or a housing action trust9; or
(2) the interest of the landlord belongs to a Mayoral development corporation10;
(3) the interest of the landlord belongs to a housing co-operative11 and the tenancy or licence is of a dwelling house12 comprised in a housing co-operative agreement13; or
(4) the interest of the landlord belongs to the Homes and Communities Agency14, the
