Where a tenant's notice1 is referred2 to the appropriate tribunal3, the tribunal, having regard only to the contents of the landlord's notice4 and the tenant's notice, must decide5:
(1) whether there is any dispute as to the terms (other than those relating to the amount of the rent6) of the assured periodic tenancy7 ('disputed terms') and, if so, what the disputed terms are8; and
(2) whether there is any dispute as to rent under the tenancy9,
and, where the tribunal decides that there are disputed terms and that there is a dispute as to the rent under the tenancy, it
