643. Reasonableness of administration charges.

A variable administration charge1 is payable only to the extent that the amount of the charge is reasonable2.

Any party to a lease3 of a dwelling4 may apply to the appropriate tribunal5 for an order varying the lease in such manner as is specified in the application, on the grounds that6:

  1.  

    (1)     any administration charge specified in the lease is unreasonable7; or

  2.  

    (2)     any formula specified in the lease in accordance with which any administration charge is calculated is unreasonable8.

If the grounds on which the application was made are established to the satisfaction of the tribunal, it may make an
