Where a tenancy deposit1 has been paid in connection with a shorthold tenancy2 on or after 6 April 20073, the tenant4 or any relevant person5 may make an application to the County Court6 on the grounds7:
(1) that, in relation to the deposit, the landlord's8 obligation to comply with the initial requirements of an authorised scheme9, or to comply with the requirement to give prescribed information to the tenant and any relevant person10, within the period of 30 days beginning with the date on which the deposit is received by the landlord11, has not been complied with12; or
