Before an application for an order appointing a manager to act1 is made in respect of any premises2 by a tenant3 of a flat4 contained in those premises, a notice must be served5 by the tenant on the landlord6, and on any person (other than the landlord) by whom obligations relating to the management of the premises or any part of them are owed to the tenant under his tenancy (such as a third party manager under the lease)7. Such a notice must:
(1) specify the tenant's name, the address of his flat and an address in England and
