(1) the interest1 of a Chapter I2 or Chapter II landlord3 is subject to a mortgage4; and
(2) the mortgagee is in possession,
all such proceedings arising out of the relevant notice5 as would otherwise be taken by or in relation to that landlord ('the mortgagor') must, as regards his interest, be conducted by and through the mortgagee as if he were that landlord6.
Where the above provisions apply to a Chapter I landlord, any application for the right to develop7 that would otherwise be made by the mortgagor, whether alone or together with any other person or persons, must
