The Housing Act 2004 provides for:
(1) a mandatory scheme for licensing certain houses in multiple occupation ('HMOs'), to be operated by local housing authorities1; and
(2) a power for the selective licensing of other residential accommodation to operate in an area that is for the time being designated for the purpose in order to deal with particular problems in that area2.
